In July 2007 the
Scottish Executive published the report of their 'Discipline Stakeholder
Group'.
This group comprised the Scottish Executive, teaching unions (EIS, SSTA, HAS, AHDS, NASUWT, and PAT), the Association of Directors of Education in Scotland, General Teaching Council for Scotland, the Convention of Scottish Local Authorities. The group was advised by HMIE, They concluded that:
