Framework for Intervention was one of the products of an enquiry into provision and practice for dealing with concerns about behaviour in Birmingham Schools. The enquiry, called New Outlooks and set up by Tim Brighouse, was led by a senior Educational Psychologist, Hugh Williams. It ran from 1996 to the end of 1997.

In the course of its enquiry, new Outlooks conducted research into the nature of the notion of 'EBD' and the experience of pupils, categorised as having problems with their behaviour, and their carers. Several surveys of opinion were conducted throught schools and other institutions.

The conclusions led to a new way of thinking about behaviour which has influenced Education in Birmingham for over ten years.
