History
Framework was established by the
New Outlook Project with first pilot implementation in
October 1997.
In the first year (1998-9) of Standards Fund support for
the project (UK Government funding) 80 primary and 8 secondary schools 'took
the plunge' by joining the first full year of operation of Framework for
Intervention in schools with around £200,000 ($300,000) being contributed
by the DfEE and Birmingham City Council.
Following further funding of
£1,500,000 ($2m+) over the years 1999-2001 the total number of Framework
schools trained and in training had risen to 280, including nursery, primary
and secondary (years R to 11 - equivalent to kindergarten to 11th Grade US).
A team of 10 support workers worked with the scheme making Framework
one of the top Standards Fund supported single projects in the country. Further
funding for 2001/2003 enabled the work to continue in primary schools, while
new and existing secondary schools took the chance to benefit through 'buying
in'.
An HMI (Government Inspectorate) visit concluded that the project
was both effective in behaviour and cost-effective and was very appropriate for
the efficient use of Standards Fund Pupil Retention Grants. Of particular note
was the finding, from discussion with three particular teachers, that the
project was effective in reducing teacher stress and preventing them from
leaving the profession.
In 2004 all Education Service staff working with
behaviour in schools have received training programmes. Framework was involved
with the updating of the
CRISP (Criteria
for Special Educational Needs) project in the City, and Framework is part of
the coordinated approach to Inclusion Support.
In 2006 this work
developed in Birmingham through work within the more Framework orientated Key
Stage 3 and Primary (SEAL) Strategies from the DfES, continuing support for
Framework around Britain and in Norway, and through strengthening further
international links.
Recent times....
This work has carried on in 2007 through consolidation and
keeping up training in Birmingham, along with conferences in Norway and
Birmingham. Work has continued with the highly successful Framework in Early
Years. A DVD has been produced to accompany this
work and is available through Framework.
Future Plans...
Planning has just started on a major update to the work of
Framework during 2008 to tie in with the various initiatives associated with
the government's Every Child Matters agenda. New local training courses will be
developed along with an increased range of associated work.
New
training is likely to include in information and techniques coming from the
successful pilots at primary and secondary level of training for senior
managers in difficult conversations, based on the work of members of the
Harvard Law School Negotiation Project. |
